After much confusion and delay throughout the day, CIC has declared its 48th draw on 30th November 2016 at 14:58:44 UTC. It’s almost 3 hour delay from the previous draws. In a completely different way, CIC drew only PNP specific candidates out of the pool, which essentially meant all 559 candidates who are invited had PNP nominations, thus adding 600 points towards their CRS scores.
Although, it may seem unfair to candidates sitting at 500 scores to see a candidate at 186 score getting invitation but that’s how CIC works. The situation seems to go awry after CIC implemented new point changes on 19th November following which there was a huge rise in the profile updates leading to system failure. There are numerous candidates where the candidates had their points go down or awarded 0 points and in some cases profile rendered ineligible. It would have been unfair to have a draw under such circumstances. But CIC thought otherwise and went ahead with a PNP specific draw, which in our understanding is good since the new draw will have less PNP’s and more of express entry candidates and scores could take a nosedive.
It is noteworthy that a new notice on CIC website states that they are aware of the problem in score updates and trying to resolve the issue for the complete pool. While OINP has posted an update stating that Ministry of Citizenship and Immigration has placed a temporary pause on the intake of applications for the Human Capital Priorities Stream. However, all applications received before the pause will be processed to completion.
The notice also stated that – “Those who have applied to the Human Capital Priorities Stream must also maintain a CRS score of 400 or above during the processing stage(s) of their OINP application, and during the subsequent federal Express Entry processing stages.” This notice hints us that OINP may reopen again with a CRS score of 400 and above, as the increase of score to 450 may lead to mismatch in their system.
Canadian Immigration is standing at a delicate stage as we move towards the end of year 2016. With all these implemented policy changes, 2017 is surely going to be interesting year for all the candidates.
