Update 2nd November 2016 –
CIC issues 2080 invitations with a CRS cut-off at 472. Just 3 points dropped but the good news is the invitations are increasing higher.

CIC continues to surprise all aspirants, as it continued the trend of decreasing CRS cut-off and increasing invitations. The 46th draw is expected on November 2nd 2016, if CIC decides not to issue 3 draws in the month of November, there is a probability of delay in 46th draw to 9th November 2016. If there is a delay in this draw, we are expecting announcement of immigration policy may be announced alongwith the OINP reopening dates or quota allocation numbers.
It’s noteworthy that OINP has confirmed introduction of Online application system for its candidates to apply online and reduce the application processing time. This will also help candidates to track status update of their applications, which presently has no transparent tracking what so ever. OINP mentions –
Ontario anticipates that it will receive its 2017 nomination allocation from the federal government before the end of November 2016, and the province expects to be in a position to accept applications for some streams in six months.
This essentially means OINP may not start accepting the applications as of yet and may begin again from January 1st 2017 following the trend of CIC Express entry system announcement in Jan 2015. The quota allocation for provinces including Ontario, Saskatchewan and Prince Edward Island may be higher in 2017 compared to previous years. CIC has a trend of releasing draws every alternate week but the 44th and 45th draw were released without any gaps, which has raised hopes of many aspirants across the world.
SINP accepted 700 applications for in-demand streams giving us an indication that positive immigration changes are on its way but facing some opposition within the government as indicated by the immigration minister McCallum and Navdeep Bains discussed in previous articles.
Our prediction for the upcoming draws in November 2016 is –
The 46th draw may have a score of 468-472 with approximately 1700-2000 invitations. CIC will release 5 more draws in 2016 taking total number of draws to approx. 51. The month of November will have 2 draws possibly on 9th November 2016 and 23rd November 2016 each with a decreasing CRS cut-off with least score settling somewhere at 458. The CRS cut-off may again rise higher towards the end of year draws in December 2016 moving towards the bracket of 470-480.
The CRS is not expected to go lower than 450 under any circumstances. And as judged by OINP website, the cut-off score for receiving OINP invitations may well stay in 400-450 to allow OINP make use of its quota allocation. It remains to be seen how CIC ends year 2016 for all aspirants across the world.
Candidates with scores 400 and below has been left in lurch with no way to enter express entry system unless they can get higher scores. The system may face a backlash in 2017 if the immigration Minister fails to change the present situation. We can only expect November to have 3 draws each with a decreasing score and hit at least 450 CRS score to draw in maximum possible candidates.
